Through investigation, on the evening of April 30, the working group on issue of mobile citizen identification (CCCD) of Giao Thuy district police, consisting of 6 soldiers, was organized by Lieutenant Nguyen Van Luc – a police officer of Giao Thuy district. The chief conducts the issuance of CCCD as planned at the cultural house in Giao Yen commune.
At about 11pm on the same day, Mr. Tran Manh Cuong – Chairman of Giao Yen Commune People’s Committee (showed not being sober), went to the CCCD area to declare that the working group would no longer issue CCCD, then arbitrarily disconnected the Aptomat, causing a complete power outage.
