Hanoi 115 Emergency Center is a public non-business unit with revenue, directly under the Department of Health, has legal status, has its own seal and account at the treasury and bank; under the comprehensive direct management of the Department of Health; has the function of organizing emergency services outside the hospital in Hanoi city according to the Regulation on emergency, active resuscitation and anti-poison of the Ministry of Health and current regulations.
Duties and powers
a) Give first aid to patients in the community and transport them to hospitals for further treatment.
b) Develop and coordinate the emergency network including 115 emergency stations connected to all Central and Hanoi Hospitals. Ensure to provide emergency services to most residential areas in the City.
c) Managing and responding to urgent situations when disasters occur, search and rescue, fires, natural disasters…
d) Strictly comply with professional regulations as prescribed by the Ministry of Health and other provisions of law.
dd) Organize training, participate in training, scientific research and professional and technical training on emergency out-of-hospital.
e) Coordinate with the Red Cross Society at all levels and the grassroots medical network in guiding, propagating and mobilizing people to prevent accidents and injuries.
f) Advise the City People’s Committee, the Ministry of Health and the Department of Health to build and develop an out-of-hospital emergency system to meet people’s needs.
g) Serving cultural – political – social activities of the Central Government and Hanoi when assigned tasks.
h) Manage cadres, public employees, assets and finance according to state regulations.
i) Perform other tasks assigned by the City and the Department of Health.
In addition, the Center also serves many unexpected tasks assigned by the Ministry of Health, the City and the Department of Health such as epidemic prevention, ensuring health care for political and cultural activities. domestic and international culture and society taking place in the city.
Currently, the Center has developed a network of emergency networks consisting of ambulances and emergency crews on duty 24/24 hours which are widely distributed by area with 12 stations:

Every day, 15 emergency teams are arranged 24 hours a day, ready to respond to patients’ first aid in front of the hospital in the city, especially to respond to emergencies in the event of a mass accident or disaster. happening.
In 2016, the total number of emergency calls to 115 was 34,641. The center has met 34,629 emergency visits (99.97%). The quality of first aid for patients is concerned, the rate of patients receiving initial emergency treatment is 91.40%, especially for patients with severe emergency, the rate of emergency treatment is 100. %.
